HPD Organization

All employees are responsible for adhering to policy and keeping themselves current on the content of each policy. Each policy should provide some detailed guidelines as to expected behavior and action. However, the policy manual cannot address all situations that members of the department will encounter. Therefore, common sense exercise of discretion is required in those situations. The policy manual will be regularly reviewed, updated, and amended to reflect changes in law, best practices, and upon recommendations from staff and our policy partner, Lexipol.

Pride, Accountability, Teamwork, Courage and Honor (P.A.T.C.H.) exemplify what is expected in a police officer and this camp will allow the HPD to interact with youth in a positive, friendly environment that develops trust while focusing on those five core values.

The HPD Honor Guard is a select group of officers tasked with representing the Police Department at sporting events, funerals, or any other public functions.

The Combined Harrisonburg and Rockingham Gang Enforcement Unit is a multi-jurisdictional task force comprised of members from the Harrisonburg Police Department and the Rockingham County Sheriff’s Office.

The Harrisonburg Auxiliary Police is a volunteer group of citizens who live or work in the City of Harrisonburg and provide additional assistance to HPD.

HPD's Traffic Unit is comprised of one Sergeant and three officers. The primary responsibility of the Traffic Unit is to promote highway safety through education, prevention, and the enforcement of traffic laws.

The Special Weapons and Tactics (SWAT) Unit of the Harrisonburg Police Department is a multi-talented unit able to respond to most any type of incident from a barricade to a high-risk warrant.

The Selective Enforcement Team (SET) is a group of officers that specialize in problem solving and reacting to specific areas of concern in the City.
