The Operations Bureau of HPD is comprised of the Patrol Division where uniformed police officers have the responsibility of responding to both emergency and non-emergency requests for police services on a continuous basis. The Operations Bureau is dedicated to providing the citizens and visitors of Harrisonburg with the most efficient and effective police services by fostering and maintaining mutual trust and respect, recognizing and solving problems, preventing crime and disorder, promoting traffic safety through enforcement and education, and identifying and arresting criminal offenders.

The Special Operations Bureau of the Harrisonburg Police Department consists of two divisions: Special Operations and Criminal Investigations. Special Operations uses a variety of highly trained officers to accomplish specific tasks that benefit the citizens of Harrisonburg. From daily operations of the Traffic Unit to keep our roadways safe, to large scale event security planning, this Bureau provides professional service to the public. The Criminal Investigation Division handles all major crimes that occur in the City of Harrisonburg with a variety of dedicated detectives trained to solve complex situations.

The Administration Bureau of the Harrisonburg Police Department includes Personnel Development, Property, Evidence, Budgeting, the Records Unit, Information Technology, Accreditation and Building Maintenance. The Administration Bureau exemplifies professionalism and dedication through the use of partnerships, creative problem solving, innovative police strategies, and the use of state of the art techniques and technologies in keeping with the plans and direction of the department.
