The City of Harrisonburg operates on a fiscal year from July 1 to June 30. Each year the City Manager makes available an application for non-city organizations or agencies in accordance with City Code Section 4-2-9. This section of the code states that each outside agency or charitable organization which requests a financial contribution from the City or currently receives a financial contribution from the City must submit its application by January 30th of each year. The City of Harrisonburg begins the upcoming budget process during the month of December. The City Manager presents the proposed budget to City Council for consideration in April.

The Harrisonburg City Code requires a proposed balanced budget to be submitted to City Council at least 60 days (by April 30) before the end of each fiscal year. Before City Council adopts the budget, two public hearings must be held to receive input from the community. City Code also states that the budget must be adopted at least 30 days before the end of the fiscal year (June 30).
