The Department of Community Development is committed to offering professional and courteous customer service while striving for and promoting sound planning, engineering, and building practices, and, together with the community, works to provide a more desirable, livable, safe, and enduring built environment. The Planning and Zoning Division promotes development through the Comprehensive Plan and the application of zoning and subdivision regulations. The Engineering division provides professional services in engineering, surveying, and site plan review. The Building Division provides building permits and inspections.



Effective March 26, 2020 - Harrisonburg City Hall and all other municipal buildings will be closed to the public as part of the City's response to COVID-19. Therefore, the Department of Community Development’s front counter for services will not be available to the public. Essential department services will be maintained and City staff will continue to be accessible by phone or email during this time.
